From a strategic point of view, Island-News puts forward an energy policy definition and implementation process. It is drawn on the next page.

It is a continuous improvement process which considers energy as a tool for sustainable development. Energy and actions related to climate change are then considered as contributing to broader objectives and a more global context:

Provide support and consultancy to public officials
Organise training sessions
Conduct studies related to the Energy Observatory: profiles and scenarios
Provide support to the creation of local organisations: energy agencies and observatories

Thus, the technical and strategic approach provided by Island-News aims to create a common framework for discussions and exchanges among partners as well as to be a training tool for energy actors.
