Energy self-sufficiency and climate change mitigation can be dealt with either from a technical point of view or a strategic point of view.

That was the case with the 2005 Energy Meetings: workshops #1 and 5 dealt with strategies whereas workshops #2, 3 and 4 dealt with technologies.

The Island-News approach is designed in respect to this dichotomy. The approach aims to be didactical and structuring. Thus, the Island-News approach is both:

• a methodology which reinforces the capacity building of energy actors
• a common framework for comprehension and discussion among the network
